DESCRIPTION:The Board of Commissioners of the Port District of South Whidbey Island will be convening a Special Meeting at 9:00 a.m. on Friday\, November 9\, 2018\, in the Port office conference room located at 1804 Scott Road in Freeland. The primary purpose of the Special Meeting will be for the Commission to address the items on the Agenda\, and public participation is not on the agenda.  In addition\, the Commissioners will hold a public Work Session.  Work Sessions are public meetings that provide an opportunity in an informal workshop format for the Board to review and discuss general Port business.  No actions will be taken during the Work Session. \n  \nIt should be noted that due to the lack of a quorum the November Regular Meeting of the Board of Commissioners originally scheduled for Tuesday\, November 13th has been CANCELLED.  The next Regular Meeting of the Board of Commissioners is scheduled for Tuesday\, December 11th at 6:30 p.m. in the meeting room of the Freeland Library at 5495 Harbor Avenue\, Freeland WA\, and that Meeting will include public participation.  The Public Hearing on the 2019 Budget (originally scheduled to take place immediately prior to the November Regular Meeting) has been RESCHEDULED.  The Board of Commissioners will hold a Public Hearing on the 2019 Budget on Tuesday\, November 27th at 6:15 p.m. in the meeting room of the Freeland Library and a Special Meeting will be held immediately following the Public Hearing during which the Port Commission may adopt the final 2019 budget and approve the Ordinance/Resolution to increase the levy by 1%.

Frans Hals was the first portrait painter to merge rigorous naturalism with effortless and economical virtuosity. His sublime approach signaled the beginning of alla prima painting and influenced some of the greatest painters of the nineteenth century such as Zorn\, Sorolla and Sargent. This class will explore the methods and materials of this great Dutch master and apply them in the studio by creating portraits inspired by his impeccable grace and fluidity.
